Changes in Land Betterment Charge



Land Betterment Charge – Non-landed Residential


  • On average, LBC rates for non-landed homes increased 0.1% from Sep 2023 Biggest Increase

  • Sectors 103 and 104 (Toa Payoh/Potong Pasir) and Sector 112 (Clementi/West Coast), between 9% and 14%

  • Driven by GLS sites sold at Lorong 1 Toa Payoh and Clementi Ave 1

  • Collective Sale market may be cooled further Biggest Decrease

  • Sectors in the CCR see largest decrease between 11% and 19%

  • Decline is mainly due to the cooling measures of 60% ABSD on foreign buyers and investors

  • Sectors in Downtown core fell approximately 5% with no new GLS sites awarded


Land Betterment Charge – Landed Residential


  • On average, LBC rates for landed homes increased 7.8% from Sep 2023

  • 116 of 118 sectors seeing increase between 7.5% and 8.4%

  • Due to the limited supply of landed properties, landed home prices escalated

  • Likely dampen demand for landed development sites (for multiple units) from developers

  • Landed prices may continue to increase, albeit at a moderated pace.
